Project Overview: The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) will safely destroy 2,611 tons of mustard agent in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment is the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile. The PCAPP plant began the operations and munition destruction phase as of September 2016. Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable. Position Summary: The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is looking for a Waste Technician at the Pueblo, CO location. This position will report to the Senior Waste Technician Lead at the PCAPP project. The Waste Technician assists in the implementation of procedures for solid waste and hazardous material management during the systemization, operation, and closure phases of the Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP). This PCAPP position falls under the scope of the McNamara-O'Hara Service Contract Act of 1965 (SCA). The SCA requires PCAPP to provide employees with benefits and wages no less than the amounts the Department of Labor has established for the location and classification in which the employee will be working. This is a long-term assignment and this position will operate on a DuPont shift based working schedule (12 hours per day). Responsibilities: * Support the PCAPP compliance and safety culture by working compliantly, safely, in accordance with procedures, and by demonstrating/enforcing a compliant and safe work environment. * Develop, revise, and maintain plans and procedures including the Hazardous Waste Management and Hazardous Material Environmental Reporting Plan and the Waste Shipment Documentation Procedure. * Perform subcontract technical representative functions for waste disposal, recycling, and transportation contractors. * Perform waste stream characterizations and designations and assist in the creation of waste profiles. * Review material requests for waste disposal considerations. * Perform and assist in operational self-assessments. * Assist in the compilation of reports including Emergency Planning and Community Right-to-Know Act / Superfund Amendment and Reauthorization Act and Resource Conservation and Recovery Act reports. * Perform inspections of waste management areas and activities. * Coordinate waste and material sampling activities. * Perform Waste Shipper functions when needed. Functions include preparing and signing shipping documentation, coordinating transport activities, and coordinating waste management activities with off-site disposal facilities. * Performs a variety of staff support functions in support of the Operation groups. * Perform other duties as assigned. Qualifications and Skills Basic Qualifications: * Level One: Bachelor's degree in an Environmental, Science, Engineering, or related field from an accredited university with 1 year of related experience in Waste Management, Startup, Operations, or related field. In lieu of a degree, 7 years of relevant experience in Waste Management, Startup, Operations, or related field. * Level Two: Bachelor's degree in an Environmental, Science, Engineering, or related field from an accredited university with 3 year of related experience in Waste Management, Startup, Operations, or related field. In lieu of a degree, 9 years of relevant experience in Waste Management, Startup, Operations, or related field. * Must be a United States citizen. * Must be able to obtain and maintain unescorted access to the Depot. Minimum Qualifications: * Familiarity with Resource Conservation and Recovery Act and Department of Transportation requirements, including inspection and labeling requirements. * Ability to successfully pass pre-employment and ongoing drug and alcohol testing. * Ability to successfully pass pre-employment physical and able to work safely at an operating waste treatment facility. * Ability to successfully complete required training classes including Hazardous Waste Operations and Emergency Response training. * Ability to successfully complete and maintain U.S. Department of Transportation and Department of Defense training/authorization to ship hazardous waste/materials. * Well-developed interpersonal and communications skills. Preferred Qualifications: * Experience working in a complex and highly regulated environment, such as a chemical plant, petrochemical refinery, nuclear plant, or a hazardous waste treatment, storage, or disposal facility. * Experience in the compilation of Emergency Planning and Community Right-to-Know Act and Resource Conservation and Recovery Act reports. * Experience in writing and maintaining plans and procedures. * Experience working with the Hazardous Materials Management System or similar material tracking system. * Demonstrated interest and participation in community/volunteer activities. * Experience in developing waste profiles, and making waste determinations. * PCAPP Project Only* "Surety Program Statement" required for all posted positions This project is subject to the Army Regulations (AR50-6 Chemical Surety) which governs persons performing work under the Unescorted Access Program (UAP). Depending on the work performed and the access granted a government security investigation and other physical requirements such as respirators may be mandated.
