Description of Job The Colorado Department of Corrections is looking for an energetic, driven individual to be the next Faith and Citizens Program Liaison. This person needs to be an innovative thinker, passionate about volunteers, and have the ability to maintain strong collaborative working relationships with individuals and groups of all faiths. This position provides direction of all Faith and Citizen Programs (FCP) to the offender population within CDOC. This position provides guidance in the administration of chaplaincy programs and volunteer programs through planning, budget management, policy development, and leadership; provides general oversight of the department's faith-related policies, practices, and procedures; and acts as the subject matter expert in legal issues relative to religious practices. Primary job duties include, but are not limited to: - Creates and implements departmental goals and objectives related to the Faith and Citizens Program; - Develops guidelines and revises policies and procedures for the effective delivery of offender programs; ensure programs meet objectives and goals outlined in the department's strategic plan; - Evaluates/monitors DOC compliance with faith-related policies, practices, and procedures; - Facilitates communication between faith group advisors, organizations, volunteers, chaplains, CDOC work units and external stakeholders; - Develops guidelines and manages recruitment for volunteers, chaplaincy, and volunteer programs; - Analyzes data to ensure effectiveness, enhancement, and continued development of the FCP; - Researches and recommends resolution of performance issues and grievances of faith-related advisors, chaplains, and volunteers; - Advises, responds, and monitors offender litigation issues, court proceedings, public inquiries, and offender grievances; serves as the CDOC subject matter expert in legal matters involving religion and FCP; - Develops an annual budget plan and spending strategies to meet FCP goals; approves and monitors expenditures of funds allocated and submits budget and capital equipment requests; - Serves as Regional Coordinator for Pueblo and Trinidad facilities; - Evaluates and responds to designated facilities regarding specific offender issues and to provide guidance while assuring compliance with established security measures; - Processes and approves offender faith changes; - Ensures background checks and volunteer application processes are complete; - Conducts annual FCP audits at each facility and private prisons contracted with CDOC; - Develops and/or updates volunteer training curriculum and provides training to volunteers and staff on CDOC faith and volunteer practices. Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights Minimum Qualifications: - Graduation from an accredited college or university with a bachelor's degree in social work, behavioral sciences, education, human resources, religious studies, or in a closely related field. College/university transcripts noting name of college/university, name of student, degree type and date conferred/awarded must be uploaded with application in order to receive credit. - Three (3) years of professional experience in at least one of the following: - Managing or coordinating a volunteer faith-based program, which must include program objectives, policies, and providing training. - Providing oversight of a faith-based program to include quality assurance monitoring, adherence to regulations, quality performance and business outcomes. Professional experience involves exercising discretion, analytical skill, judgment, and personal accountability and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is: uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field and continuously studied to explore, extend and use additional discoveries, interpretations, and application and to improve data, materials equipment, applications, and methods. Substitutions: - A combination of professional work experience in the occupational field or specialized subject area of the work assigned to the job as listed above, which provided the same kind, amount, and level of knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor's degree. - A master's or doctorate degree from an accredited college or university in a field of study related to the work assignment may be substituted for the bachelor's degree and one year of professional experience. Required Competencies: - Excellent organizational skills and abilities in problem-solving; - Strong interpersonal skills with the ability to collaborate effectively and maintain a positive culture; - Strong working knowledge of policies and procedures of faith practices; - Strong verbal and written communication and public speaking skills; - Ability to provide innovation, implement and improve the operations through effective performance measures. - Ability to interpret complex rules, regulations, policies, procedures, and guidelines; - Strong mediation and conflict resolution skills; - Self-directed and motivated work ethic; - Attention to detail; - Highly proficient with Microsoft Office (i.e. Word, Excel, Access and PowerPoint); - Ability to read and comprehend the English language; - Ability to effectively communicate fluently in English both verbally and in writing. Preferred Qualifications: - Experience with a variety of faith-based programs; - Experience managing a volunteer program within a correctional environment; - Experience providing oral presentations, training, and lectures; - Experience negotiating mutually acceptable solutions and building consensus. The agency shall consider any incidents of sexual harassment in determining whether to hire anyone who may have contact with offenders or residents. - Successfully pass all modules of the Colorado Department of Corrections Basic Training, to include English reading comprehension, relevant competency assessments and written/practical exams in Defensive Tactics; - Possess the physical ability to successfully complete Defensive Tactics; - Lift arms above head and kick as high as own waist; - Stabilize another person to accomplish a controlled take down; - Use arms, palms of hands, shins, and feet to deliver blows; - Withstand impact (slow speed or with a safety bag) on own body from strikes/blows; - Swing a baton in a striking technique; - Rotate body 90 degrees with feet planted for striking with foot or using a defensive tactic; - Get down on one or both knees and up again with multiple repetitions; - Will be exposed to Oleoresin Capsicum during Basic Training and may be exposed while on assignment. - Must be able to see and hear in order to observe, address and respond to potential breaches in safety and security - Seize, hold, control or subdue violent or assaultive persons and defend oneself or others to prevent injury; - Demonstrate body agility, strength of all four limbs and the ability to walk and climb stairs consistently; - Work in situations involving assaultive behavior, physical control of another person and/or restraint situations; - Deal with individuals with a range of moods and behaviors, utilizing tactfulness and a congenial, personable manner; - Work with people of the opposite sex, diverse racial ethnic groups, mentally ill and emotionally disturbed offenders; - Communicate by talking, listening and/or signaling people to convey or exchange information, assignments; - Work in an environment with fluctuating noise and temperature (hot and cold) which may include working outdoors in inclement weather and/or concrete floor/wall work settings; - Willing and able to travel; - Willing and able to work various shifts, days, afternoons, graveyards (nights) which includes a rotating shift schedule; - TB (tuberculosis) screening is required of all new employees upon hire. Successful completion of a background investigation is required. Should applicant's background reveal criminal charges, it shall be the responsibility of the applicant to provide the Department of Corrections with written/official disposition of any charges.
