Description:Leidos has an opening for a Lab and Monitoring specialist to support the Assembled Chemical Weapons Alternatives (ACWA) program. --The successful candidate will support the PCAPP Field Office (FO) Project Manager by acting as a chemist in performing environmental analysis, typically in assessing, analyzing, researching and ensuring environmental policy compliance with pertinent Federal, state and local environmental regulations, which may include CERCLA, CAA, and RCRA. -- The primary responsibilities of the Chemist / Scientist is to provide the government with appropriate chemistry and science expertise in Analytical Methods, Laboratory and Agent Monitoring Support. --To accomplish this the successful candidate will be expected to: 1. Perform document reviews, technical research, and provide technical input associated with activities to provide the necessary information for the Government. 2. Perform project related lab and monitoring activities as specified for this functional area. The following activities are included as typical work efforts but can vary based on the project's needs. a. Observe activities related to investigation or testing on process chemistry issues.-- b. Provide technical input to the Government to include technical approach, progress, and potential issues and risks that may invalidate data.-- c. Provide technical input by reviewing chemical agent monitoring baseline data generated by the PCAPP laboratory for the purpose of verifying the data generated meets the requirement of the PEO ACWA LMQAP. The data review shall be performed to determine that the facilities' analytical methods are meeting programmatic requirements prior to the PEO ACWA release of the data to the CDC. Specifically, the review shall confirm that each separate Near Real Time (NRT) instrument and each Depot Area Air Monitoring Systems (DAAMS) method has a statistical response rate and first challenge rate that is acceptable IAW established PEO ACWA programmatic documentation. Lessons learned from laboratory and monitoring at baseline facilities shall be applied to the data review.-- d. Perform reviews, and provide technical input, regarding project activities related to the laboratory systemization and operations. e. Review procurement of equipment for use in the laboratory and provide technical input. f. Review documentation including vendor data, observe activities, and monitor progress and provide technical input to the Government to assist their evaluation of the procurement/ installation of laboratory and monitoring equipment against the PCAPP design criteria and requirements.-- g. Review and provide technical input regarding design change documents for functionality as well as for any impact on cost or schedule.-- h. Review the chemical laboratory and environmental monitoring operations and documents to provide technical input to the Government to make a determination with respect to compliance with and impact on environmental permits and with PEO ACWA guidance documents. Documents may include, but will not limited to, SOPs, training documents, ECPs, site specific Laboratory Quality Control Plan, Laboratory Analysis and Monitoring Plan, and the Laboratory Chemical Hygiene Plan.-- i. Review the chemical agent monitoring baseline reports to determine if the PCAPP laboratory is properly identifying negative trends for NRT's and methods. The review will also provide technical input as to the laboratory's approach in addressing such trends. j. Provide review of configuration management control procedures to assure effective compliance. k. Evaluate integration of the Laboratory and Air Monitoring design and equipment specifications into other facility design elements such as Control Systems and Heating, Ventilation, & Air Conditioning (HVAC).-- l. Assist the Government with the technical review of all proposals submitted by the Systems Contractor related to Laboratory or Air Monitoring to evaluate whether the proposed systems and equipment have a high likelihood of functioning as intended and to identify potential impacts on project cost and schedule.-- m. Review the chemical laboratory and environmental monitoring cost estimates and schedule updates to identify inaccuracies and brief the Deputy SPM for Compliance on the findings.-- n. Provide technical input to be used by the Government for developing IGCEs for chemical laboratory or environmental equipment acquisition, contract changes to the SC's chemical laboratory or environmental monitoring activities, or changes in the current chemical laboratory or environmental monitoring operating procedures. TA_4 Qualifications:BASIC QUALIFICATIONS:-- Bachelor's (4 year) degree in Chemistry 5+ years' experience with Depot Area Air Monitoring Systems (DAAMS) or equivalent solid sorbent sampling technology and near real time monitoring platforms such as miniature continuous air monitoring systems (MINICAMS) or automatic continuous air monitoring system (ACAMS) Ability to be approved for a government Secret clearance PREFERRED QUALIFICATIONS:-- Bachelor's (4 year) degree in applied science 5+ years in chemical demilitarization chemical processing and/or chemical agent air monitoring 5+ years equivalent experience in industrial chemical processing and/or experience with laboratory instrumentation include gas chromatography and mass spectroscopy and analysis of data generated from laboratory equipment.
