Yes Requisition Posting End Date: 06/01/2021 Salary Range: $108,900 - $166,080 annually (determined by function, education, experience, and qualifications of the applicant) Project Overview: The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) will safely destroy 2,611 tons of mustard agents in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment is the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile. The PCAPP plant began the operations and munition destruction phase as of September 2016. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at an operating plant. Based on project goals and objectives, candidates established within our local community are desirable. Position Summary: The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is looking for a Subcontracts Manager at the Pueblo, CO location. This position will report to the Acquisitions Group Services Manager at the PCAPP project. This is a long-term assignment with a 9-80s schedule. The work hours are from 6:30 am - 4:00 pm Monday - Thursday, and 6:30 am - 3:00 pm every other Friday. This position may require additional overtime hours as deemed necessary. Responsibilities: Responsible for the development and implementation of a Subcontract Management Program for the project consistent with PCAPP Standard Work Process Procedures and the Subcontract/Contract Management Manual. Analyze the subcontract's general terms and conditions to highlight areas of risk such as ambiguities, conflicts, or deviations from the scope of work. As work proceeds, make recommendations to the Site Manager on the mitigation of these risks; closely monitor and support remedial actions and recommend appropriate tradeoffs. Responsible for the development and management of appropriate mechanisms to monitor compliance with subcontract terms and conditions. Responsible for working with the other PCAPP Team members to ensure that Bechtel or customer-related actions or inactions that could result in constructive subcontract changes are identified and make recommendations on their resolution. Responsible for the development and management of a procedure to recognize and identify subcontract claims as they develop and manage the timely resolution under the change provisions wherever possible, obtaining claims and legal expertise as appropriate. Supports working with the other Project Team members to ensure that Bechtel or customer-related actions or inactions which could result in constructive (sub)contract changes are identified and make recommendations on their resolution. Maintain a working relationship with Construction, Engineering, Procurement, Legal, and Risk Management to facilitate organizational interfaces between those performing subcontract administrations. Provide Acquisition Services Manager and Site Manager with reviews and analysis of the subcontract financial data. Maintains a primary interface with the Acquisition Services Manager, project team, and Customer on all Subcontract matters. Responsible for adherence to subcontract insurance provisions and to ensure implementation of any requirements in this regard with Regional and Corporate Risk Management personnel. Qualifications and Skills: Basic Qualifications: Bachelor's degree in Business, Quantity Surveying, Law, Engineering, Construction Management, Cost Engineering, or other related field and 13 years of relevant experience or an equivalent combination of experience and education; or 19 years of experience in lieu of degree Procurement/Subcontract Supervisory experience Thorough knowledge of Federal Acquisition Regulations, and applicable Agency Supplements. Thorough understanding of Governmental Contracts and the flow-down of applicable clauses and requirements. Thorough understanding of Cost Accounting Standards, and determination process for applicability to the work. Must be US Citizen or lawful permanent resident. Must be able to obtain and maintain unescorted access to the Depot Preferred Qualifications: *Working knowledge of engineering and construction industry contracting practices, applicable government and commercial regulations and practices, and Bechtel policies, procedures, and work practices. *Knowledge of BPS/Excursion ERP Systems Significant experience managing cost-reimbursement subcontracts This project is subject to the Army Regulations (AR50-6 Chemical Surety) which governs persons performing work under the Unescorted Access Program (UAP). Depending on the work performed and the access granted a government security investigation and other physical requirements such as respirators may be mandated. Eligibility to be placed in a UAP position requires US citizenship. This PCAPP position falls under the scope of the McNamara-O'Hara Service Contract Act of 1965 (SCA).
