  • Salary Range: $61,680 - $108,120 annually (determined by function, education, experience, and qualifications of the applicant)Project OverviewThe Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) will safely destroy 2,611 tons of mustard agent in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment is the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile. The PCAPP main plant began the operations and munition destruction phase as of September 2016. Static Detonation Chamber (SDC) agent-destruction operations are forecast to start in early 2022.Candidates for unescorted access to the Chemical Limited Area must successfully clear National Agency Check with Local Check (NACLC). All employees are subject to and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be US citizens and successfully go through a government screening process. Based on project goals and objectives, candidates established within our local community are desirable.Position SummaryThe Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is looking for an SDC Subcontract Technical Representative (STR) - Mechanical at the Pueblo, CO location. This position will report to the SDC Task Manager at the PCAPP project and will be tasked with planning and executing plant modifications and subcontracted maintenance, with a focus on mechanical work.This PCAPP position falls under the scope of the McNamara-O'Hara Service Contract Act of 1965 (SCA). The SCA requires PCAPP to provide employees with benefits and wages no less than the amounts the Department of Labor has established for the location and classification in which the employee will be working.This is a long-term assignment with a 4-10 schedule. The work hours are from 6:00 am - 4:30 pm Monday - Thursday. This position may require an alternate schedule and/or additional overtime hours as deemed necessary.Responsibilities:
    • Demonstrate and support a safety culture whereby all personnel on-site abide by project requirements and safe work practices
    • Perform Subcontract Technical Representative (STR) duties to support SDC operations, receiving Supervision from the SDC Task Manager
    • Responsible for scope development of work to be subcontracted, including defining inspection and test requirements.
    • Responsible for ROM estimating to support trends and technical evaluations of proposals and claims
    • Conduct planning and execution meetings, as required, for subcontracted work
    • Understand and comply with regulatory requirements for subcontracted work (e.g., permits) and produce required construction documentation for independent certification of work
    • Lead, coordinate, and provide oversight to the SDC subcontractors to ensure compliance with job requirements.
    • Assist in establishing detailed project execution plans
    • Develop technical evaluations for subcontractor proposals received by Acquisitions
    • Coordinate work with SDC plant management and other departments to support SDC operations
    • Ensure proper execution and adherence to the task team or outage schedule
    • Coordinate with Acquisitions and Procurement for purchasing parts and materials. As necessary, interface directly with procurement and work control to ensure kitting process for material is complete in advance of work start and work order planning.
    • Maintain cognizance of shutdown safety and protected systems to advise Plant Shift Manager of any potential impacts
    • Evaluate the potential impact of adding, changing or deleting work activities to the schedule and provide recommendations to SDC management
    • Initiate actions necessary to resolve work delays in a timely manner, including emergent work
    • Perform other tasks as assigned by Project ManagementSkills and Qualificaitons:Basic Qualifications:
      • Grade 23: Bachelor's degree from an accredited college or university and 1 years of relevant experience working in a Construction/Operations environment OR in lieu of a degree, 7 years of relevant experience working in a Construction/Operations environment
      • Grade 24: Bachelor's degree from an accredited college or university and 3 years of relevant experience working in a Construction/Operations environment OR in lieu of a degree, 9 years of relevant experience working in a Construction/Operations environment
      • Must be a US Citizen (Dual citizenship will be subjected to approval).
      • Must be able to obtain and maintain unescorted access to the Depot.
      • Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.Minimum Qualifications:
        • Knowledge and understanding of the Safety and Quality Management Systems concepts and principles
        • Knowledge of company business systems for documents, vendor data, procurement, and subcontract management
        • Technical understanding of, and field experience working with, mechanical systems in industrial plants/facilities
        • Experience working with subcontractors and Subcontract Technical Representative functions
        • Use of individual initiative to take ownership of issues and develop solutions, then implementing required work from start to finish
        • Proficient in general word processing, spreadsheet, and database applications
        • Proficient in Microsoft Office suite applications
        • Possesses good organization and interpersonal skills
        • Demonstration of oral and written communication skillsPreferred Qualifications:
          • Technical understanding of Static Detonation Chamber (SDC) systems
          • Technical understanding of, and field experience working with, electrical systems in industrial plants/facilities
          • Knowledge of construction & maintenance materials, tools, equipment, and parts
          • Working knowledge of Bechtel Procurement System (BPS) or other materials management system
          • Knowledge of Maximo software system
          • Advanced knowledge of InfoWorks or other document management systems
          • Knowledge and understanding of acquisitions processes, including field purchasing functions
          • Understanding of codes and other industry standards
          • Familiar with PCAPP project systemsThis project is subject to the Army Regulations (AR50-6 Chemical Surety) which governs persons performing work under the Unescorted Access Program (UAP). Depending on the work performed and the access granted a government security investigation and other physical requirements such as respirators may be mandated.
