Basic QualificationsBachelor's degree or equivalent is required plus a minimum of 8 years of relevant experience; or Master's degree plus a minimum of 6 years of relevant experience to meet managerial expectations.CLEARANCE REQUIREMENTS:The ability to obtain a Department of Defense SECRET security clearance is required at time of hire. An active Secret clearance is highly desired. Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information. Due to the nature of work performed within our facilities, U.S. citizenship is required.Responsibilities for this PositionGPS Source, Inc., a wholly owned subsidiary of General Dynamics Mission Systems, is a world class innovator and manufacturer of high quality, high performance position, navigation and timing technologies for demanding defense and commercial markets. We currently have a need for a Program Manager supporting our Pueblo West, Colorado location. Please note this position is moving to Colorado Springs in June, 2019.Position Overview:A Program Manager (PM) shall lead, coordinate and manage all aspects of a Program to ensure success for both the customer and GPS Source. The PM shall work with leadership to define the goals of a Program, and develop a plan across all disciplines from conception to Program completion. The PM will coordinate with the customer to understand the overall goals and expectations required of the intended Program, and ensure that the plan will meet these goals and requirements. The PM is responsible for putting together a Program Budget and Schedule which align with Customer and GPS Source goals.A Program Manager shall work with the leadership team to identify a list of resources needed for Program success, and work with appropriate personnel to find these resources. If internal resources are not available from within GPS Source, the PM will help coordinate and find the appropriate resources from external sources.A Program Manager shall coordinate and mediate all customer interface and activities prior to contract award. If a Project Manager (PrjM) is assigned to the Program execution, the ProjM will take over customer interface of status meetings, and Project execution status. The PM will monitor ProjM execution and clearly relay Program requirements to the IPT. If there is no PrjM assigned for execution, the PM will perform the functions of the ProjM during Program Execution when necessary.A Program Manager shall handle all contractual activities of the Program. A PM will help the assigned Proposal Lead gather the data necessary for accurate Proposal submissions. The PM will work with GDMS contracting to ensure the proper documentation is completed for contract award. The PM will review and validate the contract before it is signed. All contract actions during the Period of Performance will be handled by the PM, including: Contract award, contract modifications, Invoicing, and Customer Satisfaction reports.A Program Manager shall help define the Customer Deliverable schedule with the Program Administrator to ensure that all project deliverables are submitted to the customer per the contract requirements. The Program Manager will have final review and authorization to deliver to the customer. A Program Manager must understand the requirements and expectations of each customer deliverable, and clearly relay the objectives to the executing Project Team.A Program Manager shall exhibit leadership skills and an exemplary style of Project Management that sets an example for other Project Managers to strive towards. Ability to manage multiple projects simultaneously under a Program thru the utilization of Time Management and Organization skills are important elements to display to the team.A Program Manager shall aide the Program Management Office Director in the mentoring of new Project Managers, and provide suggestions for improvement into the PMO procedures/processes.REPRESENTATIVE DUTIES AND TASKS:* Uses proposal plans and strategies to lead team in developing, defining, and implementing cohesive, integrated program/product, subcontractor, and material plans, and business plans that achieve overall current and long term objectives of the program/product, business unit, and division* Identify Program resource requirements, shortages or concerns, and work with Leadership to mitigate constraints* Organizing and developing a Program plan (including schedule and budget) in accordance with the mission, goals, and vision of the company and stakeholders* Track Program resource assignments, Budget, Schedule and Risks; report status to Leadership* Coordinate internal resources with the Director of Program Management Office and R&D Director to mitigate resource allocation issues. If resources are not available, strategize a plan to meet resource needs* Develop and coordinate all industry partnership opportunities which may arise during the Program* Ensure that all Program Requirements are delivered on-time, within scope and within budget based on strategic company goals and priorities as directed by the Leadership team* Develop and track a detailed schedule, IMS and budget for assigned program* Report Program status to the Director of Program Management Office via quad chart, Burn Rates, and quarterly Program reviews with Leadership team* Develop unique and specific Program evaluation methods to assess Program strengths and identify areas of improvement* Perform analytical Program Risk Management, identifying risks across interlinking projects and working with the Project Managers and leadership team to formulate mitigation strategies* Meets financial objectives by forecasting requirements, preparing annual budgets for ACP, analyzing variances in schedule/budget, and initiates corrective actions* Responsible for maximizing profit and cash flow of products/programs* Manage impacts to Program based on changes to the program scope, schedule, and budget* Gathering customer feedback and presenting to the Leadership and Project teams* Hold regular status meetings with project team members and the Director of Program Management Office* Utilize available communication tools (web pages, instant messaging, charts, graphs, presentations)* Lead and coordinate cross functional team members towards a common goal* Create and execute project work plans and welcome changes as appropriate to meet evolving needs and priorities* Oversee the management of day-to-day operational aspects of all projects and communicating handoff between team members* Coordinate and interface as the single point of contact for all aspects of customer contract(s)* Final review and signature of all customer deliverables provided by the ProjM to ensure compliance with contract requirements* Ensure project team members are effectively applying GPSS methodology and project standards* Prepare for engagement reviews and quality assurance procedures* Ensure compliance to all Program requirementsKNOWLEDGE SKILLS AND ABILITIES:* Strong knowledge of products and technologies including current and potential applications* Skilled in the development and implementation of product/program strategy and tactics* Experience with electrical engineering, PCB, CBA design, software development and manufacturing* Ability to generate cohesive program plans* Must be able to establish and assure adherence to budgets, schedules, work plans, and performance requirements* Ability to develop and implement a product-oriented WBS and WBS Dictionary* Ability to track work accomplished to baseline plans and identify issues, track progress, and follow through on effective corrective actions based on data analysis and trends* Skilled in communicating issues, impacts, and corrective actions on programs to internal and external representatives* Ability to understand and analyze program financial data* Strong verbal and written communication skills* Ability to evaluate quality of work product to ensure satisfaction of customer requirements* Strong understanding of advanced of risk and opportunity management techniques and ability to apply them to programs* Ability to lead teams in matrix organization* Strong knowledge of government contracting practices and regulations regarding acquisition* Needs ability to execute company policies that affect immediate operations* Ability to develop and execute proposal plans and strategies* Ability to lead program in customer negotiations and negotiate win-win solutions* Will interact frequently with internal personnel and outside representatives at various levels* Proficient with MS Office SW suite, particularly Project, Word, Excel, Powerpoint* Excellent communication skills and ability to present material in a clear and concise mannerAvailability to travel to customer locations (within the US), frequency estimated to be 10 trips per year* Proficient with building a budget and schedule using Microsoft Project and identifying a critical path* Candidate already has or is able to obtain a Secret Clearance* Excellent Time Management and Organizational SkillsCompany OverviewGeneral Dynamics Mission Systems (GDMS) engineers a diverse portfolio of high technology solutions, products and services that enable customers to successfully execute missions across all domains of operation.
