Job Summary

Provides successful management of the workforce engagement and transition program for the Battelle Chemical Demilitarization, PCAPP Division. Overseeing the programs requiring coordination and collaboration with project management, cooperate support functions, and local, state and federal workforce transition organizations. Provides strategic program planning, development and implementation; management of program cost, technical performance, and effectiveness; to include leveraging existing relationships to develop additional resources and opportunity for Division staff.

We are currently seeking a Workforce Transition Program Manager (AS&T Program Manager) PCAPP. This position is in Pueblo, CO.

Responsibilities

  • Establishes and manages workforce transition program oversight and reporting processes/systems that integrate cost, schedule, and performance. Oversees development of program plans including the workforce transition plan, technical content, program management best practices, and program acquisition support.
  • Develops marketing plans, financial plans and human resources plans.
  • Develops and implements program metrics that ensure control of program execution and adherence to the strategic workforce transition plan. Reviews financial and performance information to determine progress; identifies significant variances; and initiates corrective actions to achieve program objectives, improvements and upgrades.
  • Leads strategic development and changes.
  • Coordinates with local, state, federal, project and company resources for workforce transition training or individual development opportunities. Identifies and requests resources, tracks costs and execution. Builds client relationships to sustain and expand opportunities.
  • Conducts comprehensive individual assessments and analysis of employee knowledge skills and abilities (KSAs). Develops individual plans; conducts gap analysis between current KSAs and planned KSAs.
  • Communicates/translates project employee skills and abilities to potential employers to Battelle Division Manager, National Laboraties, and other corporation and private industry hiring managers.
  • Creates and administers Battelle SharePoint site for managing information flow with project members about training and employment opportunities
  • Supports employees with transition timing to maximize project performance and employee needs.     Key Qualifications
    • Bachelor's Degree and 7 years of relevant experience; or an equivalent combination of education/experience in a relevant field.
    • Ability to demonstrate strong interpersonal skills to effectively communicate with employees, managegment and clients.
    • Excellent oral and written communication skills, to include word processing, spreadsheet and presentation software proficiency. Demonstrated ability for technical problem solving, technical writing, and computer skills (Microsoft Word and Excel) is required.
    • Willing to travel and relocate (office in Pueblo, CO).
    • Willingness to work overtime as required supporting project schedules. Ability to respond to urgent project requests and/or changing priorities. May be required to work a flexible schedule, including some weekends and holidays. Additional selection and retention criteria will include the ability to:

      PCAPP is subject to Army Regulations (AR50-6 Chemical Surety Program and AR190-59 Unescorted Access Program) which govern persons performing work under the Chemical Personnel Reliability Program (CPRP) and Unescorted Access Program (UAP). Eligibility to be placed in a CPRP or UAP position requires US citizenship. Employees must favorably complete a series of screenings to include but not limited to: a National Agency Check with Local Agency Check and Credit Check (NACLC) security investigation, drug/alcohol.

      Salary

      $120,500.00 - $171,500.00 a year

      This information reflects the anticipated base salary range for this position based on current national data. Minimums and maximums may vary based on location. Individual pay is based on skills, experience and other relevant factors.
